致普宁市云落镇人的公开信
各位云落镇人：
所谓的普宁市人民政府研究确定普宁市生活垃圾焚烧发电厂选址确定在云落镇石示坑村（下称灶空寨）与梅塘、池尾交界处（其实是狮腰水库边灶空寨山地）。仅仅是2013年11月4日，云落镇镇政府某领导采用卑鄙手段，迫使原灶空寨党支部书记兼村主任汪*有，无召开村两委会和村民代表会，私自在将一百多亩村民的责任山、果园变更为建设用地（垃圾发电厂）的资料、文件上签名并盖村公章而已。
事件揭露后，村民积极通过正规途径，想了解具体情况，但镇政府相关部门、负责人相互推诿，隐瞒、甚至威胁村民，没办法情况下，村民代表逐级向云落镇、普宁市、揭阳市、广东省相关信访部门反映情况，目前为止，并没有得到有关部门的任何回应。
据了解，发电厂选址云落镇云楼狮腰水库旁山地，违反环境部国家发展和改革委员会国家能源局【环发【2008】82号】“关于进一步加强生物质发电项目环境影响评价管理工作的通知”对生活垃圾焚烧发电类项目厂址选择规定。如建成，云落镇及至整个云山地区将承受巨大的环境污染，当地的地下水资源、土壤、空气都会被污染，成为云落镇村民日后罹患疾病、导致先天畸形甚至招致癌症骤增的重要源头。这绝不是危言耸听，是经科学反复论证和实践检验的事实，全国曾遭受过和正在遭受这样灭顶之灾的地方和村庄为数不少，相关情况见央视经济半小时20131217等权威报道。连三岁的小孩都知道，无毒害干吗不在你家附近建？
离谱的是2014年3月7日，镇政府为方便在3月25日普宁市国土局召开“听证会”的资料盖石示坑村公章，瞒着所有石示坑村村民、冒用汪*有的身份证复印件，以石示坑村党支部名义私自在《揭阳日报》登报遗失、作废石示坑村村委会公章！重刻一枚“普宁市石示坑村村民委员会”印章（正牌公章反成了“小三”）。违背全体村民意愿在垃圾焚烧发电厂项目相关文件、资料上盖章！所以该听证会有关资料上的盖的公章是伪刻的，我们村亦无派代表参会！同时广东省普宁市国土资源局官网2014-3-20关于普宁市云落镇土地利用总体规划（2010-2020年）修改方案（普宁市生活垃圾焚烧发电厂）的公示中“普宁市云落镇调入地块土地利用规划图（调整前）（调整后）”，发现严重造假与事实不符，图上：大片山林变成耕地，距离最近选址的神前坑村消失了。可见，镇某某所谓的领导，为达其目的，何等用心良苦！
惊悉在无任何手续，相关山地、果园亦未征收补尝的情况下，2014年12月20日夜里，顾用专业人员，偷偷砍掉山林树木，之后强行修路，且在修路附近布置社会闲杂人员，阻止村民上前了解情况，这是赤裸裸的强盗行为！ 2015年6月6日晚，派挖掘机趁夜高风黑，偷偷挖开、推平灶空寨所属的责任山地、果园···
欺上瞒下、申办手续违规，无经环评、选址不当，滥用职权、伪刻公章，手段卑鄙，强盗行为···

本着实事求是的精神和维护全体村民合法权益的原则，灶空寨召开村民代表大会，一致达成决议：坚决反对、不同意在该处建垃圾焚烧发电厂，且不同意在垃圾焚烧发电厂相关资料盖村民委员会公章！云落镇周边村几万当地居民，一致反对的万人代表签名也再次重申我们的坚定立场：强烈要求垃圾发电厂重新选址。这是民意，希望云落镇领导给我们云落镇村民留下一方尚可生存和繁衍的故土。并希望各寨老大能在这关键时刻勇于站出来挽救我们云落的命运。在外的乡亲乡贤也行动起来，支持我们，共同保护我们世代延续的家园，决不能让云落镇变成臭不可闻的垃圾镇、癌症镇！
